No, it is you that is confusing, and incoherent. You said 'this forum is yet to nominate anyone. No wonder the vacancy is still open.' This implies that because this forum has not nominated anyone, the vacancy is not filled. Use commonsense. The Government cares about who this forum nominate? What are the chances of nominations here being accepted by the government? There is another inference that I will allow you to work out.
