Me thinks you can answer the question, just look at the current toll pricing comparable to other bridge crossings in other countries. Factoring the wages of the people in the country.Lastly look at the financial model and tell if the social public good was feasible.

True, bad business decisions and outright corruption are two different things.  I believe both the sugar and bridge were bad investments.

This is just scrap from you, not food for thought. Hind sight is 20/20. The use of  coulda and shoulda is poor  argument. 

Please tell me which government makes decisions based solely on efficacy considerations?  Certainly, all governments make decisions that include a political dimension. Look at the money the local authorities in Buxton, PLaisance, BV, and other PNC strongholds get  to Develop their communities.

Regarding Skeldon sugar factory, my understanding was that the specs were verified by Bookers.
