APNU+AFC labels PSC a PPP “stooge” ; calls for elections audit, not mere recount

A Partnership for National Unity+Alliance For Change (APNU+AFC) has labelled the Private Sector Commission (PSC) a “stooge” of the People’s Progressive Party (PPP) for insisting that a national recount would be a waste of time.

This simplistic posture of the PSC, not only abrogates the transparency they claim to seek, but has removed the veil of neutrality in which it ought to be cloaked and incontrovertibly identifies that entity as a mere stooge of the Opposition PPP/C,” the coalition said in a statement issued Tuesday night.

The coalition said the PSC’s “obvious” political bias does not allow that business organisation to knowledge that there were discrepancies in other Districts, which led to the APNU+AFC asking for a recount in Districts 3 and 6, both PPP/C strongholds,  amongst others which was refused by Returning Officers.

The incumbent coalition also called for an “audit” instead of merely a recount of the ballots cast at the March 2, 2020 general elections.  “The Coalition awaits GECOM’s direction on the conduct of the recount which we hope will include an audit of the contents of each ballot box,” the coalition said. The last time an election audit was conducted was in 1998 by Trinidadian jurist and diplomat, Ulric Cross, under the auspices of the Caribbean Community (CARICOM).

APNU+AFC hoped the audit would consider the current prevailing circumstances in which the country is engulfed, including the COVID-19 pandemic.  There has been no declared winner more than one month after the March 2, 2020 polls and already five persons have died from the coronavirus.

Pro-coalition Elections Commissioner, Vincent Alexander has already floated the idea of whether the recount should merely be a counting of ballots or an audit. The seven-member commission is Wednesday expected to receive a recount plan from the Chief Elections Officer, Keith Lowenfield.

The Commission hopes that CARICOM will dispatch a team of scrutineers to validate the count.

Guyanese-American businessman, Wesley Kirton, has since questioned PSC Chairman, Gerry Gouveia to justify its opposition to a recount. “To dismiss a national recount as a merely a waste of time is reckless. As much as I request an explanation, I firmly believe that there can be justifiable reason not to have a national recount,” said Kirton. But Gouveia suggested that he agreed that a national recount is required and the PSC’s position is “not a one-man show” and reflects the organisation’s position.

Expressing “great consternation” at the PSC’s utterances about the planned national recount, APNU+AFC cited the business organisation for “absolute hypocrisy” in not backing a recount to the benefit of all Guyanese. “The PSC has demonstrated in no small measure, their contempt for and underestimation of the intelligence of the Guyanese people, who understand that a total recount is the only true measure of complete transparency,” the coalition said.

The coalition reiterated that it was confident of victory. The PPPC, backed by a release of its Statements of Poll, has also claimed it won.

President David Granger and PPP General Secretary, Opposition Leader Bharrat Jagdeo last month agreed to a national recount, but that plan was scuttled by legal action which eventually saw the Guyana Court of Appeal ruling on Sunday that GECOM could not cede responsibility for the conduct, management and supervision of elections to anyone else.

Hence, due to the court cases it is prudent for a total recount of the votes which should correspond to the SOPs.

If there is no skulduggery and there is to be a complete recount why not check all the documents in the boxes?  The hijacked PPP with known crooks at the helm cannot be trusted.   They should have been jailed a long time ago.

I never seen a party go through this kind of trouble, the embarrassment, the courts, and endless tribulation in front of the whole world to hide their victory.  PNC would not rest until they can prove how they lost the election.

Mingo is part of a deep state, conspiratorial labyrinth


If you take the March 4 breakdown of the post-voting process, there is incontrovertible evidence that the 2020 rigged election is a deep state conspiracy. It is dangerous, and foolishly so, to isolate Clairmont Mingo and make him the centrepiece of the villainy.
From March 4 when Mingo stopped his tabulation and the minds of the international observers were repulsed at what they saw Mingo do from Wednesday March 4, and the conspiratorial behaviour of many GECOM players, it is obvious that the destruction of the election process is not a little act of conniving depravity of some inflexible insignificant actors, but a wider conspiracy including GECOM, the police and state actors.
If the opposition political parties and civil society do not recognize this reality and allow GECOM unlimited jurisdiction without meticulous observing from stakeholders, the recounting will be indecently rigged.
Here is the proof of the deep state hand that is so graphically emblazoned on the face of the election circus.
1- On March 4, Mingo stopped the tabulation, came back with a spreadsheet to kerfuffle the Region 4 votes.
2- Deliberate confusion was engendered the next day by GECOM personnel. Mingo took sick, he appointed an unauthorized person to deputize; the two recounters wanted a rest; two pregnant recounters wanted a rest, but when given, were not seen to be resting. A young man picked up sensitive GECOM data and was found with them in another room. What is the point in the number 2 enumeration? Mingo could not have been directing such a large operation.
3 – Lowenfield and Claudette Singh were nowhere to be found when the invented confusion was spreading inside the Ashmin’s Building. On the contrary, Singh was in a room where the police even stopped persons that she requested to see. She did not intervene to stop the police. Three weeks after her infamy, she is yet to explain why she was locked up in that room for more than four hours.
4- International observers and opposition agents openly saw Lowenfield’s Deputy, Roxanne Myers, giving instructions that she had no authority to do.
5 – Lowenfield took Mingo’s fictional Region 4 numbers and made up an official declaration of the election and informed Singh to summon a statutory meeting of GECOM to make a declaration.
6- The police high command removed Assistant Commissioner Edgar Thomas because he refused an unprofessional request to remove GECOM commissioner, Sase Gunraj, who had every right to be inside the GECOM command centre. Who gave the police that order and why did the police adhere to it by removing Thomas?
7- Former Barbados, Prime Minister Owen Arthur, representing the Commonwealth had a confrontation with the Minister of Foreign Affairs at the GECOM command centre, with threats to pull the observers’ accreditation. The Minister said she was instructed. By whom and who facilitated her at the command centre while a GECOM commissioner was not allowed in the building?
8 – The court stopped Lowenfield’s final declaration and ordered Mingo to resume Region 4 tabulation with transparency and openness. He earned a contempt of court writ because he did not adhere to the court’s ruling.
9 – He mysteriously moved the action from Ashmin’s building to GECOM head office in Kingston, where he openly violated the court’s order through the comical use of a projector, a piece of cardboard and a dirty bed-sheet.
10 – While Mingo was performing the greatest charade game the world ever saw, Lowenfield and Singh remained invisible.
11- The police force was at it again. APNU+AFC supporters were assaulting opposition agents and the media in full view of the police, and some ranks were laughing.
12 – The police were stopping legitimate opposition politicians and media from entering the Kingston office while virtual thugs from APNU+AFC were allowed inside. How do you explain this?
13- The police force was now committed to the deep state conspiracy. Giftland Mall was told to adjust its original cameras that pointed in the direction of the Convention Centre where the containers with the ballot boxes were stored. Why? Obviously, if you are going to tamper with the locks on the containers, the cameras will pick up the criminals.
14 – Mysteriously when Mingo’s contempt of court hearing was to begin at the Chief Justice’s court, deep state actors ordered the fumigation of the court house.
14 – Fumigation exercises took over the recounting process while the CARICOM team had to be held up in their hotel. After the fumigation was over, a writ was filed stopping the recount.
15- Barbados Prime Minister Mia Mottley referred to “forces” that did not want the recount. Did she mean the deep state conspirators?

2. It is well known, even through the Courts, that information for Region 4 is flawed and a recount according to the prescribed method is needed.

Null and void: Guyana’s High Court orders recount of general election ballots

The Acting Chief Justice, Roxane George-Wiltshire, on Wednesday ruled that the declaration made by the Returning Officer in Region 4 in Guyana’s disputed regional and general on March 2 was “unlawful” and in breach of the Representation of the People’s Act.

In a lengthy ruling, the Acting Chief Justice acknowledged her ruling would be of national importance and would evoke widespread interest and awareness.

“I understand that whatever rulings are made today are likely to excite emotions of different kinds from the parties involved as well as the wider audience and community,” she told the Court.

The High Court had to decide whether or not, the injunction granted to a supporter of the main opposition People’s Progressive Party/Civic (PPP/C) to block the Guyana Elections Commission (GECOM) from declaring the results of the elections was justified on the grounds that the votes declared for Region Four were not completely verified.

Injunction against GECOM

Last week Thursday, Justice Navindra Singh granted the injunction against GECOM, the Chief Election Officer, Keith Lowenfield and Returning Officer for Region Four Clairmont Mingo.

But four days after polls were held, GECOM released to the media, results for Region Four, and if, certified would have resulted in the ruling coalition, A Partnership for National Unity plus the Alliance for Change (APNU+AFC), defeating the main opposition PPP/C by more than 59,000 votes and securing another term in office.

In her ruling, the Acting Chief Justice said she had did not agree with the declaration being sought that GECOM “is the only body constitutionally and statutorily authorised to declare the results of the general election pursuant to section 96 to be necessary,” adding “this is a given fact”.

She said the Court orders “that the declaration made on the 5th of March 2020 by the Returning Officer in District Four for the total votes cast in District Four was unlawful as being in breach of section 84 (1) of the Representation of the People’s Act…and is null void and of no effect.”

She said also that the declaration made on the same day “is hereby vacated and set aside.”

“Any act done in pursuant of the said declaration is hereby deemed null and void and of no effect,’ she said, noting also “it would be for the Returning Officer, the Deputy Returning Officer to decide whether they will restart or continue the process. It is their decision to make.”

She ruled today? Which case? Did you cut and paste this from an earlier report?  If it is the earlier ruling that is what The GECOM chair is addressing through the recount etc.

Regional declaration of election results still “stand” – GECOM secretariat

Lowenfield proposes 155 days for countywide recount

Chief Elections Officer (CEO) Keith Lowenfield has proposed that a national recount of the ballots cast at March 2, 2020 will take 155 days.

This was included in the work plan he submitted to the Guyana Elections Commission (GECOM) earlier today.

The Commission is expected to meet again tomorrow to further discuss the recount plan.

Opposition Commissions were not happy with the proposed timeline.

There were 479,453 ballots cast at the 2020 general elections.

155 days to determine votes cast on April 02, 2020.    

Perhaps these individuals at GECOM will work one hour a day on Monday, Wednesday and Friday so it may take 155 days to complete the recount.

Then they will take 155 days to prepare the report, another 155 days to discuss the report, and other 155 days for this, that and the other sooooo, it may take about 5 years to have everything in order.

Only cockroaches find comfort of crockery!!

However, Jagdeo is a fool to agree to a total recount!  Nine regions were agreed.  Complete the recount on region 4 where the dispute occurred!
