Public Security Ministry launches US$15M crime fighting project

The US$15M Citizen Security Strengthening Programme (CSSP), a project that will target the reduction of crimes and violence in Guyana was launched by the Ministry of Public Security in collaboration with the Inter-American Development Bank (IDB) today. This project aims at bringing crime and violence to a minimum, and will be executed under the theme “Building Capacities, Strengthening Security”.

Minister of Public Security, Khemraj Ramjattan at the launch at the Marriott Hotel, expressed his gratitude towards the IDB for its commitment towards aiding Guyana’s crime prevention efforts. He noted that the CSSP has come at an “opportune moment” that will certainly help bring a reduction to crime in Guyana.

With crime on the rise over the last decade, Minister Ramjattan recognises that it has become a major concern for everyone. He noted that there is a need for citizens to play their role in government’s crime fighting efforts.

“While it is obligatory for government to address problems related to public security, in an effort to safeguard their rights and wellbeing of their citizens, the emerging trend in successful crime prevention show that government-citizen partnerships are most effective in tackling crime and violence,” explained Minister Ramjattan.

One of the causes for the rapid rise in crimes over the years is linked to the fact that there is “low level of trust in law enforcement agencies,” Minister Ramjattan pointed out. However, he noted that it is improving.

He stated that gov’t will continue to work with Non-Governmental Organisations, community groups, international organisations and government ministries to help supplement the IDB-funded programme. He said the strength of combined efforts will tackle and help solve crime.

IDB Representative, Ms. Sophie Makonnen noted that the bank remains committed to providing financial and technical assistance to Guyana in the battle against crime.

Specific objectives of the programme are: to improve behaviours for non-violent conflict resolution in target communities, increase the Guyana Police Force’s effectiveness in crime prevention and crime investigation nationally, and improve the Guyana Prison Service’s effectiveness in reducing offenders’ recidivism at the national level.

The five-year Citizen Security Strengthening Programme will be implemented by the Ministry of Public Security Project Implementation Unit, and will be managed by the IDB through direct supervision.

In Guyana, particularly during the last decade and a half, crime and violence have become legitimate concerns for everyone. Guyana’s homicide rates have dramatically increased since 2000 from 9.9 per 100,000 inhabitants in that year to 20 per 100,000 inhabitants in 2014.

 In 2013, the robbery rate reached 214.9 per 100,000 inhabitants and the domestic violence rate was 431.2 per 100,000 inhabitants. We have here, according to the WHO Report of 2014, the highest suicide rate in the Americas and the world.

The Perception of Insecurity increased from 34% in 2006 to 53% in 2014 in Region 4. And increased from 39% in 2006 to 50% in 2014 in Region 6. The Perception that Police not doing a good job rose from 26% in 2006 to 43% in 2014 nationally. Citizens willingness to get involved decreased from 75% in 2006 to 57% in 2014 in Region 4.


The number of crimes seems to be increasing,more push is needed to reduce this.

Well they can get rid of that PPP CoP, who isn't effective.  That's a start.

But rumors are that he is one of Ramjattan's buddies, so that isn't going to happen.

Second thing that they can do is get rid of Ramjattan. From the time he started up with his "2AM nonsense" it was obvious that he was no good.

Caribny, I agree with you on both points. I cannot confirm the rumour about Ramjattan and Seelall but Seelall and the guy who took over from RK are good friends. 

Django, I noted the info in the article. People here are really worried about the crime situation, and like that some criminals get arrested, but they want things to happen now. Ramjattan and others sowed the seed with their statement that they had the answer, well, let them now reap the crop - the criticism.

I don't believe that the afc/apnu can ever be serious about stopping crime, after all most of their supporters engage in this method of employment to earn a living. Stopping crime would mean empty bellies for their supporters.

Not surprised to hear he was one of RKs best friends.  Then people want to know why there is so much crime.

The PPP was a den of corruption, and yet when folks are dumped we hear screams of Indo cleansing.

I look forward to hearing about who were competent PPP Indians who were dumped.  Haven't heard of any yet.

Let us examine this.

Over 95% of Guyanese of African and 70% mixed ancestry regularly vote PNC, and so can be called supporters.

So here is druggie screaming that the vast majority of Guyanese of African or mixed ancestry are criminals.

Who do you think will be called the racist? Druggie or Caribny?
