How come Jagdeo didn't sign this declaration? I thought he was the President.

Actually Nagamootoo was placed in OP so Harmon can watch him. Ali or Jagdeo does not need to watch Phillips so he is where all the other PMs were before Nagamootoo. One of the things that the Ali administration is doing is reversing all of the foolish decisions that Granger made.
