The AFC is bemused at the PPP's antics regarding the appointment of Speaker. They have to understand that the electorate has spoken and none of the parties should treat their mandates lightly, or believe that it can be bargained with, or compromised. The PPP has to also understand that there is a new Order and that there has been a change. They have to get used to the fact that they don't control everything any longer.
The argument that they are entitled to the speaker's chair based on Commonwealth precedent is a very disingenious argument when one considers that we are operating in a hybrid of the Westminster system where we have an executive president. Under the doctrine of separation of powers it is a nonsense for the PPP to want to control both the executive and the legislature when they only won the executive.
The opposition would be guilty of the greatest abdication of responsibility and betrayal of the people's trust if we gave up the Chairmanship of the Assembly's affairs to the PPP. The opposition parties formally indicated a willingness to work with the PPP government in a national-unity construct and that proposal was rebuffed. It is their insincerity that we're dealing with now. Ralph Ramkarran was a good speaker but the Order has changed and he would be out of place in the present situation.

Gerhard, you guys need to be careful ... you are getting too close to APNU and you need to differentiate your policies from those of APNU.JMHO.

Dhall please Explain how or why you feel the AFC is getting too close to APNU??????
Dhall do you know the PPP lost the Majority in Parliarment????
Dhall, Do you know or Understand that when the PPP lost the Majority in Parliarment ....they lose the Position of Speaker .......and the PPP can no longer force Bills thru Parliarment as they did before????
Dhall do you know the Guyanese Voters are the ones that rejected the way the PPP was doing business and carrying on as if they had 100% power and Control????

You anti_PPP has the majority in parliament and yet you are quarrelling about the PPP.
Idiots, don't tell the PPP what they can't do.
If the PPP thinks that Ralph Ramkarran is the best candidate for speaker, then he will be their candidate and the Opposition can battle it out who is the second best and vote collectively for that person. It doesn't really matters because it will not defeat the government. The PPP will negotiate with any political party they want in accordance with the Issues.. No big deal.

The PPP would be wise not to have a member of APNU as the Speaker, but to allow Rafael Trotman of the AFC be the Speaker. Although he is a former PNC, it is to be remembered that he was not kicked of the PNC, but he left to puruse a different path.
Alternatively, it can also allow Nagamootoo to be the Speaker. Although he may be a safer bet, from a protectionist viewpoint, given his heart has always been with the PPP. On the other hand, he may not be so neutral, given his revengeful expressions of late.
The Speaker is supposed to be neutral and I suspect that Trotman may best fit this role.

Ramjattan has told Demerara Waves Online News (www.demwaves.com ) that the AFC would be settling for nothing less than the Speaker because APNU would get the positions of Deputy Speaker, Chief Whip and Opposition Leader.
Moses Nagamootoo is the AFC's choice of Speaker.
Mr Trotman has withdrawn and is supporting Moses.
Apollo wants to blame Moses for the Three Top Jagdeo and Ramotar Thugs who are been hauled before the Court on Some serious Charges.
Apollo Bhai .....Lamumba, Kwame McCoy and Henry Green are Jagdeo and Ramotar people....they are being hauled before the court because of the things they do under Jagdeo & Ramotar.

If there is no consensus between the two opposition parties and it comes down to a party-line vote, the PPPC would get the position with its 32 seats. The AFC wants either Moses Nagamootoo or Raphael Trotman. APNU is floating Debra Backer as its favourite.

If the PPP intends to play the non-decision, hold the line role and hope everyone one hold their their ground as well and by that win; they will force the AFC to make the only choice that will maximize their payoff scheme, vote with APNU. The AFC stands a better chance of getting changes with the APNU in general. The PPP in their 20 years in office made no race neutral changes to our society. That is the AFC role.

The PPP already met with the AFC and The APNU and declared that they would consult with them in certain issues. To me that is nort a promise. It is a mere indication to work with them for the betterment of the country. For this the AFC is flexing it's muscles that they can make changes or force the PPP to make them..
They will have a rude awakening.

The only rude awakening is the one the PPP is experiencing; the fact they must actually make decisions that is best for the country rather than one that is best for lining their pockets.quote:Originally posted by Ramakant_p:quote:Originally posted by D2:Why don't you dell us of the democratic imperative operating here that in your opinion causes democracy to work. Ram ... let the PPP run the executive branch and the "united" opposition run the legislative branch. The constitution gives more power to the legislative branch.
So what if your party has the title of president ... the opposition have the true power in parliament. That is where the seat of power lies.

Sorry to hear Trotman has withdrawn.
No, not blaming Moses. Only that Moses does not have the caliber or demeanor as Trotman with respect to a 'neutral' stance. He is emotionally violatile, likes to drink at the bar and shoot crap. He does not have the political astuteness as Trotman. So, very sorry to hear Trotman has withdrawn. It would have been a golden opportunity for him to sharpen his oratory skills (which Trotman needs if he is to gain momentum in another Presidential election). It is a bad decision.
Most likely, this is AFC's way of giving Moses a cosolation prize, since they had promised him a vice-presidency position.
Alternatively, and objectively, since the other largest political voices have been given to APNU, then consideration can be given to them to have an APNU Speaker of the House. Again, such a person must be neutral and objective and carry some profile, stature of decency and non-political allegiance while as a House Speaker.
Either way, the political landscape is shaky...

As well, since Ralph Ramkarran has done a great job as the Speaker, there is no reason why he cannot continue.
In this case, it is best that the PPPC calls for a party-line vote for the Speaker and then they will have Ralph back to do a good job.
Other deals can be made for other positions. But the Speaker is too far an important role to sacrifice.
On the other hand, it can be perceived as the Executive holds the speaker in check instead of the other way around.
Hard choices to be made indeed....

Its clear to see Trotman is in total disagreement of what goes on in the A.F.C, it seems Nagamootoo is uncontrollable and is single handedly making decisions, that forced Trotman to make such a drastic move to withdraw himself from the highest decision making body in the country(the Parliament)....it wouldn't to a surprise to the Guyanese Populace if Trotman slips back into the flock of the P.N.C lead A.P.N.U....
