I don't believe that anyone has the God given right to expect to be in the government, except the person elected as president as defined by the constitution. Under a coalition government there is going to be some bartering about which party gets its man or woman in the different ministerial posts. But is the selection and make up of the government decided by the president, or the prime minister? I haven't looked it up in the Constitution.
All ministers including the prime minister are appointed by the President and serve at His Excellency's pleasure.
