See. Those flaws were there since 1978 and the only President who chose to use it is Granger. It took 39 years for a Guyanese President to grab unto the lowest of the low in his quest to remain President for life. The two Jagans didn't feel a need for this. Neither did Hinds nor Jagdeo. Burnham and Hoyte were Presidents of undemocratic governments so they are disregarded. Looks like Granger hopes to become President of an undemocratic government also.
