He did not win the past election. He lost to the joint opposition by one seat. Next time around, it's possible that he may lead the opposition.

BOTTOM LINE:
Despite the PPP complacency and despite all the charges of corruption that was thrown against Jagdeo and his cabal, the PPP still managed to get 48.6% of the votes in the 2011 election.
And in the next election---the probability favors the incumbent Ramotar winning the presidency again.

That's right. He did not win the election. He won the Presidency. In a true democracy, this would not have happened.
