I think they stated that it would be immediately. I also believe in talking to some of their leadership and reviewing their numbers they intend to extend enforcement of VAT collection better by putting more GRA inspectors in the field and introducing certified cash registers (electronic) so they are collecting payments up front or within 3 days this is very ingenius.
They are also going to review GRA customs policies and clear containers and goods faster because GRA is one of the single highest revenue generator for the govt. What they have demonstrated is if they can streamline processes there they will be able to improve their import and export numbers thus bringing in more revenue into the GRA rather than it leaking out through bureaucracy which drives more fry rice tax.
This is a solid approach and it also aligns well with what Uncle Moses and others within the PPP old guard were preaching.
