A President or Acting President cannot participate and vote in the National Assembly.  Nagamootoo is attending Parliament and conducting business as usual.  If his vote counts in Parliament it means that he was never sworn in as Acting President.  So who is the Acting President?  

President

A substantive president do have a presence in parliament but cannot vote --- s/he has no voting rights.

Acting President

Acting president temporarily performs the presidential function and can vote in parliament. This individual has voting right due to his/her substantive positions.

Preferred procedures for Acting presidents.

While these individuals do have voting rights because of their substantive positions, the preferred way would be that they remain with their Acting positions until completed and do not participate in parliament to exercise their voting rights.

In functioning as Acting president and simultaneously participating in parliament would indeed create deep concerns because e.g., one minute s/he is Acting president and the next minute s/he is active in parliament.

Acceptable approach which is above and beyond reproach.

The approach taken by Samuel Hinds; when he was performing the duties as Acting president to not participate in parliament during the specified period; is the clearest, cleanest and best manner.
