Now that the police were fed milk, they deal with the bandits themselves with financial tips from the business community in times of unrest. Don't believe that police are acting out of pride in their jobs, they are being paid under the table by business folks to neutralize the wicked elements who you and the parties you support finance from sales of drugs and other illicit activities.
Gagraj, Jagdeo did the correct thing in bringing down the politically inspired terrorist. If they had to use some some questionable characters to save the masses, then they were perfectly justified, no apologies.
