There is hate for everything Granger did ,that's the reason. More parents benefited from the program more than the few who lived around the school. Do the math instead of finding excuses.

Amna Ally also said that the government didn’t pay for those concert tickets but now we find out the government paid $50M for them. Time will tell about these buses too.
