They selected those who were considered as having the potential for being highly productive agricultural workers. They didn't want "bright" people who would cause trouble a mere few decades after the slave rebellions of the 1820s.

The USA/Canada select the best and brightest out of India. Those less educated go to the Gulf states. The UK its a mix.
