@Billy Ram Balgobin The two are not mutually the same, Bynoe in his first appointee made an excellent choice it's that simple.

Will that stop corruption, of course not. One singular change won't do that, and we all know this .

Was it a good decision, based on what skills were needed and experience required again ..Yes .
