It will likely add pennies.  Oil is shipped across oceans, refined and then distributed thousands of miles to customers.  

Granger probably told him it’s worth it to employ them lindeners and gave him a lil break to offset the pennies!

keeping refineries far away from population centers is not a bad idea.  Hey, if that shyte blows up and let out poisonous fumes, ah who goa dead fuss?
