Succinctly ...

1. No agreement could be reached on the election process/system during the numerous meetings between the PPP, PNC and the United Force.

2. During the discussions the PPP suggested a system/model based on that in Suriname which has a combination of first past the post and a constituency model.

3. Consequently, it was then agreed for the British Government to arbitrate. The British Government then imposed the Proportional Representation - PR - system for elections in Guyana.

Your argument is about semantics.  I don't believe your "facts" are correct.  Seignet's is a better representation of what happened.  It corroborates what was told to me by someone intimately involved in the talks.  What was sold to PPP members was just propaganda.  In any case PR is the more democratic system.  Cheddi Jagan was committed to democracy and must have seen PR as a better system and , of course, he thought he had the numbers to win.  As they say, the rest is history.
