Reply to "Granger confident judicial ruling in Venezuela controversy would favour Guyana"

For the legal experts out there, do both partie have to agree to judicial intervention for the matter to proceed to a judicial settlement? What happens if Venezuela does not agree.

 

also, going to the judicial route was announced last year by the previous government, something I had had problems with. The ppp had always maintained that the dispute was a straw horse, put there in the eventuality that it got elected. Going to court would have been a change in their position. Interesting times ahead and hope that this matter is resolved peacefully.
