Individuals acting in the capacity as President on a temporary basis when the substantive president is away are not considered in this situation.

 

Only when the president has passed on, similar to the situation of Dr. Cheddi Jagan, and a person becomes the President as in the case of Sam Hinds, then that person is in the substantive position; hence appropriate benefits.
