Venezuala govt will be able to maintain Petrocaribe, oppress the opposition and free press, put off crucial structural reforms for as long as China's FX reserves stay above 3 trillion. For as long as China has money PPP will continue to kick good governance down the road, unless the people kick them out come May 11.
