That reminds me of a case. There was an East Indian man who was a police constable in the Guyana Police Force. He went back to school and eventually got his Bachelor's Degree in management from the University of Guyana in the early 1980s'. Yet he remained a police constable. No promotion. When Desmond Hoyte became President he immediately appointed the man Assistant Superintendant. I don't think there was a case where a person went from Constable to Assistant Superintendent before him.
