Actually, Green has much blame. There were years where they had unspent municipal funds.
Green encouraged vendors to poach on Regent Street store fronts and set up stalls, and so cluttering the streets and creating garbage. When PPP wanted to clear up certain areas, Green told them not to move. The car parks especially Vendors Arcade area has people vending on the public walkways.
Green's wife did not pay her rates and taxes until Sooba forced her to do so.
However, we don't need to play these games anymore and the new Govt has inspired people to clean up. We have to implement systems to stay clean.
Yes I agree Green did encourage the recklessness at first. When PPP became frustrated they stopped funding him. This is the man who encouraged vendors to take over every corner of the city. I want to see how APNU-AFC will handle this to improve esthetics of the city.
