Guyana only has to get out of its preoccupation with communism and socialism and reconnect with the benefactor states in the west to be a success. In reality, the US facilitated that by pressuring Hoyte to undertake his development plans and also to submit to free elections.
Taking out of that means the people do for themselves since government is supposed to be at its best in a supervisory role. Instead the old communists followed the Putin plan and created oligarchs and drug lords.
Liks Russia, we still have nothing. No industry was bootstrapped but hte native ones suffocated by misrule and corruption.The illusion of development was like we saw in Miami in the 80's as drug money flowed in and corruption predominate.
