Ok so Lord Moses is all powerful. He runs the PNC. The PNC cannot do anything with him, so he told the PNC to give a criminal an award and they were powerless t stop him.
You cannot make a claim that Moses is all powerful, and then blame the PNC when they do something that you don't like. If the PNC was powerful enough to give Green an award, despite whatever Moses might think, then they were powerful enough to mobilize the high turn out.
If they couldn't get their people out without Moses then they cannot give an award if he says no.
