So when the PPP was Marxist did they do this? This was in their constitution up to not that long ago.

I was also unaware that the exodus stopped. In 1991 49% of the population was Indian. 20 years later only 40% was. While Guyana does have a high suicide rate, most of it concentrated among Hindus, I don't think that this alone explains this. High rates of migration does.
