The Estates will be more attractive to potential buyers if they functioning , so it can take awhile before all is finalize. I am of the opinion ,if the workers are recalled and they accept it will put a freeze on their severance. It will be a continuation of service and perhaps the new owners will absorb the contracts of the workers.

 The government is trying to swindle their way out of paying further monies.

No foreign investor will come in and asorb the labor contracts or any vested benefit. In that case, likely the govt would have to pay someone to buy the factories.  The GOG has to clear the deck and offer it clear if any incumberences.  Bankrupting the factories and offering investors a clean slate to start with was likely one of the very few options!

Base selling a going concern as opposed to selling a bankrupt company puts you in a much better position for a sellers perspective.

I don’t know what you mean.  The sugar industry was bankrupt and survived on govt support.  No business will value it as a going concern.  It likely had negative value as an enterprise. 

Why do you think there is interest now and not prior?  Any purchaser will be buying the factories but not the enterprise.
