Ramotar is playing politics, he knows that no way he can guarantee the security of fishermen on the open sea unless massive amounts of resources are pumped into providing fishing boats with gps units and radio sets together with a rapid reaction security force. By the time he spends all that money, the cost of fishing would be a huge burden on the tax payers and minimal profits for the fishermen.
