He hired people and he fired people. He has executive privileges and protection. Everyone that he hired signed the rules of employment. What's with the rat business you are talking about? While indeed a president has executive privileges, he must be judicious in the manner of its application.
He has proven, time and again, of his inept application for such privileges.
Hiring political personnel for his administration are his choice and indeed he can fire them at his will and fancies.
He can indeed use executive orders for his agenda, but as is well noted; they can be challenged in the courts which can then rule them as non-effective, large parts non-effective or indeed uphold such orders.
Of important note ... executive orders are simply decisions of a president; they are not enshrined in the laws; and hence they can be deleted/voided by another president.
