The record shows that the combined opposition was holding talks with the minority Ramotar administration since shortly after the 2011 general elections. The government side made promises and broke promises. In fact the PPP government has a history of not honoring agreements since the 1998 Herdmanston Accord with PNC leader Desmond Hoyte.

For too long the PPP regime got away with scampishness. This time it's different.
