The medical shools in Guyana are like offshore Universities. Their curriculum is most likely USA approved and the students may be allowed to write the US qualifying exams and have a chance to leapfrog into Canada and USA after graduation. These foreign students must have Home Land Security clearance.
I very much doubt that he is receiving any money from Guyana. He selected this school in the hopes that it will facilitate his ability to become a doctor qualified to practice in the USA. I hope that he will not be disappointed as many of these off shores schools aren't accredited.
