That MOU is for mostly Infrastructure,there are plans to build the Linden-Lethem road..etc.The projects will be revealed,no underhand dealings.
Can government build a new City Hall building with the loan? That's a dire need. I suppose some public structures could be classified as infrastructure, no?
The PPP insisted City Hall is the charge of the municipality. Maybe it is. However, that is a cesspool of chronic mismanagement and there should be legislation put in place for the government to take charge of official buildings. The PPP neglected the Market and its wharf for similar reasons...not their charge and that fell into deplorable disrepair and is an eyesore from the river view and is crumbling from within.
