You need to understand the meaning of the word terrorism chief.

Terrorism is commonly defined to refer to those violent acts that are intended to create fear (terror);are perpetrated for a religious, political, or ideological goal;

Review it and understand why this is not termed terrorism. It is violent just like Terrorists are in certain cases but at the end the day there are major differences and the definition of terrorism can help you understand this.

The English language is a beautiful thing.
