$1.3B Fibre Optic Cable scrapped – Hughes

After months of conducting a series of inspections, the government is made to face the stark reality that like the Skeldon Sugar Factory, the Fibre Optic Cable from Lethem to Georgetown is just another humpty-dumpty.
This is according to Minister of Public Telecommunications, Cathy Hughes.
The Minister said that Government was optimistic about salvaging the cable. She said that even when checks were done and it was discovered that the cable was in a horrible state, there was still hope.
The Telecommunications Minister noted however those money that were allocated to repair the cable will have to go elsewhere.
Hughes told Kaieteur News that Government tried its best to save the $1.3B initiative but given its atrocious state, spending another cent would constitute a grave sin against hardworking taxpayers.
Hughes said, “We had to scrap this project. And it is frustrating to me and it is disappointing that here we have another project that has turned out to be nothing but a complete waste of taxpayers’ moneys. It is sickening.”
Hughes reminded that $240M was budgeted to resuscitate the troubled Fibre Optic Cable Project. She explained that $140 million was allocated to consolidate, monitor, maintain and extend the existing eGovernment Fibre Optic and LTE Network around Georgetown and along the coast from Moleson Creek to Charity.
Government had set aside $100 M to repair and upgrade the Georgetown–Linden Fibre Optic Cable, Hughes said.
She recalled that this project was abandoned by the previous Administration after it had spent over $1B.   Hughes said that the lack of a feasibility study, poor planning, absence of effective project management and the use of inexperienced contractors are some of the major factors that led to the failure of this project.
Hughes said that Government will move to correct all this so that the people of Guyana, regardless of their socio-economic status or remoteness will be digitally connected and socially included.
The Parliamentarian asserted that the strengthening of the eGovernment system is critical in imparting added value to processes that characterize good governance.
She said that improved connectivity within government will permit joint planning and assessment resulting in Government’s business processes becoming more efficient.
Minister Hughes noted that the eGovernment expansion will also serve to facilitate connectivity between Government and citizens thereby strengthening accountability, connectivity between government and citizens and connectivity between and within communities’ thereby building social cohesion and economic development.

The botched work could never be resurrected,the wasted money on this project is already forgotten by the PPPites.

What nonsense are you talking about? The cable never worked in the first place. It needed to be fixed, not maintained but as it turned out, it was beyond repair.

I agree the PPP fup this Project giving it to Ramotar son, no question BUT why allocate 400 million without doing the study, plan and so on she is talking about???

$100 million was allocated to repair the cable. The money will not be spent after it was determined that the cable is beyond repair.

The PPP also allocated money to rehabilitate the cable but that was abandoned once they were kicked out.

Why dont you shut your behind. The cable was never usable even in PPP time. Alexi dragged it through the mud and left it to the elements without protecting the fiber optic strands. There are hundreds of pictures illustrating his gross incompetence. The idiot did not protect any section of the cable.

The weird part is that all around me there are uneducated latin immigrants dragging fiber optic cable for cox and verizon and on speaking with them one segment was newly laid from as far away as philadelphia . Alexi had the smarts but he was just a lazy fellow with no concern on how he spent the nations assets. He alone lost 35 million US here with this project.

The PPP need to take ownership for quite a few blunders. However we see that the PNC are in hunker down mode with no new ideas on moving the country forward. They are busy making excuses about how the PPP left them in the hole. This was not the same tune they were singing when they were courting the people for their votes.  In fact they promised to turn the country around in short time. 2 years later the country in a steady decline with no hope on the horizon. The country needs doers, not excuse makers.

if impurities seep into the cable you cannot repair it. It is glass and its ability to transmit date is dependent on its super clean status.

Fiber optic cabling is done every day by Guyanese here in the us. Every time someone install a fios cable they handle fiber optics. It is cable like any other except it require more care than coax.  It is not so highly technical that a few weekends instruction at handling it would not be sufficient for competency. Alexi Failed because he was lazy and he did not plan.

This fibre cable was not completed, so it was never energized with data  In fact, they were doing repairs to sections, while continue laying new fibre.

Installing fibre is not the same as lying regular tel cable  and if Alexi was not knowledgeable enough  to give proper instructions and maintain quality control of  workers  laying the fibre, the entire project becomes a disaster. And it was.

As an example, laying regular tel cable  along railway right of way is more acceptable, than doing the same with fibre, due to vibrations from the train.

The fibre project and Skeldon factory  are two of the most expensive non working projects of the previous government. For whatever reason, they did not seem to have the experience in selecting and managing appropriate contractors.

Just because a person says they know how to mix cement,[or build a road] their inadequate knowledge of the right amounts of cement and sand, could cause the building to fall down.  But please don't tell a Guyanese they don't know how to do something. They can even find a way to milk a cat, without getting scratched.

So let's hear about the projects the PNC have in mind.  Other than a few private people doing some small projects I have not heard of anything new except for sitting and waiting for Oil to flow.

Better than wasting billions on failed projects such as Skelton Factory, Fibre optic cable, the Marriott, Flip road building experiment, the wharf that floated away just to name a few that ended up enriching the Oligarchs.  You all quiet about this because "collie" must support "collie" mentality.

The people don't want to hear your excuses, they want to see concrete plans for moving the economy forward. When in opposition the PNC bragged that they had the answers. So far the only economic plan we see from these thiefmen is to wait for oil. I don't see how you supporters are on still board with this strategy after they promised the world.
