$69M reconstructed NIS Corriverton office…Jail corrupt state officials, contractors involved in blatant fraud – Ramjattan

“It is utterly ridiculous. I believe we have to jail some of these corrupt contractors, and more importantly, the state officials involved in these blatant frauds.” Presidential Candidate of the Alliance For Change (AFC) Khemraj Ramjattan expressed this notion after taking note of a comparison of the $69M NIS building with three other one-flat buildings with approximately the same length and width, but which cost less than $7M, made in yesterday’s Kaieteur News edition.

One week after the commissioning of the reconstructed NIS office at Lot 8 Springlands Corriverton, Berbice, there is a grave doubt that the building and whatever else that may be within in terms of equipment, could attract such a significant cost. The one-flat office, which is reported to be state-of-the-art, is said to cater for all the different aspects of the NIS’s operations, including Medical, Inspectorate and General Office.

Chairman of the NIS Board of Directors, Dr Roger Luncheon, and Finance Minister Dr Ashni Singh, who were present to cut the ribbon to commission the building, were not available yesterday to answer questions pertaining to the specifications of the building, and any other related issue, that caused the cost of renovation to be as much as $69M. General Manager of the NIS, Doreen Nelson, when contacted, was said to be in a meeting and not available.

Commenting on the issue, Ramjattan said that he had addressed the issue of construction sector/Government corruption in his 2007 budget debate where he quoted extensively from a World Bank expert and now Oxford Professor, Paul Collier, who wrote a book called “The Bottom Billion”. Ramjattan noted that Collier had said: “Corruption in the construction sector has been a dirty secret. Construction has all the ingredients conducive to corruption. Each project is a one-time only thing, and so cannot readily be priced. There are so many uncertainties in execution that it is not possible to draw up what economists refer to as a “complete contract. As a result, it is easy to evade the discipline that would otherwise be imposed by competitive tendering. A crooked construction company colludes with a public official to win the contract with an artificially low bid, but then they re-contract on points of detail that crop up during construction.”

Adding that corruption has its epicentres, Ramjattan said that one is “the banking system where much of the loot from corruption is deposited and laundered”. He said that the others are the companies that pay massive bribes, and companies in two sectors seem to stand out: resource extraction and construction. “It is a rule of thumb that the Guyana Government likes to give out contracts because as we all know and Collier’s studies discovered, it got small piece and big piece passing back to Government officials….That happens here in Guyana! Almost all our contracts afterwards go back for some re-adjustment. This is what happened with the NIS Skeldon building. Corruption in the construction sector is raising the cost of infra-structure and thereby reducing growth, and these effects are large,” Ramjattan noted.

Underscoring that corruption in the construction sector is particularly important now because largely the World Bank, the IDB and the IMF are granting large loans for infrastructural works, the AFC Presidential Candidate said another thing it brings is that it undermines the political process enabling the strategy of patronage to triumph over honest politics. “Election time come and they giving out $25,000 (twenty-five thousand dollars) to dig drains all over the place! This PPP/C Government does that kind of thing all the time.” He said that aid for infrastructure makes sense, but only if it is matched by a radical tightening of the enforcement of anticorruption norms and regulations in the construction sector. “But what we are seeing is now that the World Bank is tightening up, the Guyana Government is using taxpayers’ monies to avoid these norms set by the World Bank and other financial institutions.” Ramjattan asserted.

He continued: “I know reforms in Guyana under the PPP would not come. Why? Because those of them who feel safe and satisfied with the system will feel that it will affect their gravy trains. The vested interests in this status quo will use all their power, all their resources, all their ingenuity and, on the other extreme, all their bullyism to ensure that there is no change and no growth.” Noting that the Private Sector Commission must speak out on these issues, Ramjattan said the Government will lay in ambush against them whenever they start being brave enough to talk about such issues, but they have to confront and fight the battle. “The battle is against this feeling that all is right. The Administration feels that all is right. We got to understand that all is not right. We have to rid this country of bad governance, of corruption, so as to bring back a patriotic zest, to bring that energy to engage in profitable activities, especially for our young people who want to stay here.” Ramjattan stressed.

However, speaking at the commissioning ceremony, Minister of Finance Dr. Ashni Singh said NIS is a striving social security organization, which has grown over the years from paid benefits of $100M in 2001 to $9B in 2010. He challenged the institution to accelerate its database system using novel and advanced technologies, to ensure that contributors can access service in a timely manner. Dr Singh also urged the staff to fast-track its public awareness campaigns, in order to increase knowledge of the scheme and encourage self-employed persons to become au fait with the benefits of contributing to the NIS. The minister called for speedier payments, the regularization of contribution records, and stressed the importance of reducing waiting time. It was noted that the NIS building will be of service to 130 active employers and over 2,850 workers, most of whom are from the GuySuCo Skeldon Estate.

Head of the Presidential Secretariat, Dr. Roger Luncheon, stated yesterday that he has “observed the propensity by Kaieteur News to sensationalize the issue” of the $69M National Insurance Scheme (NIS) reconstructed office, which was commissioned two Mondays ago at Springlands, Corriverton, Berbice.

At the time Dr Luncheon was addressing members of the media at his weekly press conference at Office of the President. Luncheon asserted that the amount spent on the building covered a wide array of services, which includes its being a local office that provides 100 percent of the headquarter’s functions; houses 17 permanent staff 24/7; provides all the necessities needed to discharge those responsibilities, along with the provision of facilities for customers, security and undertaking the provision of power and back-up power.

“How can this conceivably be compared with a seven-million-dollar house? The editor presumably might be wrong, but I don’t know whose seven-million-dollar construction the NIS office was compared with, but I found it as an insult to the readers’ intelligence, and I made the offer… we provide the bid documents, the bill of quantities and ask Kaieteur News if they can do the same for their $7M construction that they sought to compare with the $69M construction of the NIS local office,” Luncheon stated emphatically.

In relation to the issue, Kaieteur News publisher, Glenn Lall, stated that he was surprised at Luncheon’s response yesterday, since when they met on Monday, last, at the High Court, Luncheon said that he would have provided the bill of quantities freely, but did not state that he (Lall) would also have to do the same for the buildings that were being compared. “I am dumbfounded, and would gladly submit mine. But I want the bill of quantities for the $69M National Insurance Scheme (NIS),” Lall stressed.
The reconstructed building is a one-flat office.

Clearly they have been caught with their hands in the cookie jar yet again. Dr Luncheon's calling for the bill of quantities from KN is just another attempt to deflect and delay. If the Gov't had nothing to hide, they would publish their bill of quantities in the Chronicle!

Many times in the past Kaiteur and cockeye rumjattan has made these outrageous claims and the govt has silenced them with the facts. Now the Kaiteur is up to its tricks again. In fact I encourage journalists in exposing fraud and corruption however Kaiteur did a pisspoor job in presenting its case. The made a fictitious claim with no hard facts.

Kaieteur News has accepted a challenge by government to release as early as today cost details of three homes of staffers which were published recently, to highlight the seemingly exorbitant price paid to renovate a Berbice branch of the National Insurance Scheme (NIS).

Government had promised to provide the relevant documents of the controversial $69M office at Corriverton … once the newspaper releases its own information of the houses being compared. Yesterday, Head of the Presidential Secretariat and Chairman of the NIS board, Dr. Roger Luncheon, wrote this newspaper again repeating statements that government stands ready to accede to the requests by the newspaper. Kaieteur News’ Publisher, Glenn Lall, has since said he has the relevant bill of quantities and is prepared to have them available. Over the weekend, the newspaper raised questions over the costs of the renovated NIS branch, publishing photos of three homes built for its staffers which cost under $7M each. During his weekly press briefings as Head of the Presidential Secretariat, Luncheon in defending the renovated Corriverton office, accused Kaieteur News of sensationalizing the issue. The office was commissioned two Mondays ago.

According to Lall yesterday, he has maintained files on the three homes located in Diamond, East Bank Demerara. “We stand by our contentions that each of the three homes is under $7M.” The newspaper official insisted that none of the three homes was renovated, but built from scratch from “swamplands”. “This included landfilling and everything else. The homes are at least four feet above the road level. Yes, we are ready to release the information and do look forward to the same from government and NIS.” Another staff member said his home was built for under $8.5M and this included cost of land, construction, furniture, painting, grilling, landfilling, guttering, fencing and wiring. Lall also asked for possible images or photographs of what the NIS building looked like before it was renovated.

According to Dr. Luncheon yesterday in his letter to Kaieteur News challenging the newspaper, NIS had awarded a tender through a public process.
NIS, he said, “is prepared to provide and have Kaieteur News publish the Bid documents, Bills of Quantities for the Corriverton Local Office tender and expects the same for the three (3) buildings Kaieteur News mentioned.” Luncheon went further. “For the record, the reconstruction included office space for twenty staff members offering the identical range of service that are currently providing (sic) at headquarters, comprehensive site development, clean power, back-up power, grid connection and facilities for security and public convenience and seating.”

There has to be more to this story, I am sure the cost is not just for the building this is why The PPP should just publish the full cost and what was paid for and shut these fools up.

I am sure this includes furniture and a whole host of other startup costs.

Following a challenge it issued earlier this week, government yesterday released the Engineer’s Estimate for the controversial $69M Corriverton office of the National Insurance Scheme (NIS) but essentially snubbed receipts of four homes that Kaieteur News built.

In response to requests of the Office of the President (OP), around 11:00 hrs yesterday, Kaieteur News submitted four files detailing the costs of four homes built earlier this year for staffers. OP around 15:30 hrs, sent the Engineer’s Estimate for the reconstructed NIS building to the newspaper. But a few hours later, Chairman of NIS, Dr. Roger Luncheon, who is also Head of the Presidential Secretariat, stated that the newspaper did not fulfill the request for information. “The writer has been provided with files containing financial information about the construction of four (4) houses supplied by Kaieteur news. The request (not a demand) for Kaieteur News to supply bills of quantities and estimates is essentially unmet.” Luncheon contended that Kaieteur News’ submissions “establish the fact that it made no actual comparison of the three $7M buildings that it highlighted and the NIS building”.

“To support this point of sensationalism and opportunism, the Kaieteur News has confirmed it has not been is possession of the bills of quantities and estimates of the NIS building. Essentially Kaieteur News admitted it had no information to criticize other the prices of the construction. The scientific basis for the comparison of the NIS building with their $7M building construction was and remains unstated.”
However, Kaieteur News’ Publisher, Glenn Lall, noted that while three of the homes built for the newspaper’s staff were published, four files were submitted to the Office of the President. “We have detailed in the files all the monies spent on the homes. While obviously there were not receipts for transportation and sand, these were itemized. All we are saying is if government and NIS are really interested, the costs could be ascertained by browsing through the files.”

The newspaper official made it clear that the issue at hand should not be clouded. “We are not the ones here that are spending the taxpayers’ money. We are not here to play games. This is serious business that is about the monies belonging to the people of the country. It is the onus of the government to come clean…not to ask us to provide bills of quantities on what we have built.” The staffers’ homes, estimated to cost between $6-7M each, were used over the past days to question the seemingly high price that government said was spent to renovate the NIS office in Corriverton. “Instead of three files, we have sent four on each of the homes built. It is as clear as day for anyone to see how much money was spent on each home and what it is for.”

Kaieteur News is currently studying the documents and according to Lall, will be pronouncing on them shortly. Over the past weekend, this newspaper had raised questions about the cost of the renovated NIS branch. During his weekly press briefings as Head of the Presidential Secretariat, Luncheon in defending the reconstructed office, accused Kaieteur News of sensationalizing the issue. The office was commissioned two Mondays ago. Kaieteur News’ Publisher has also asked for possible images or photographs of what the NIS building looked like before it was renovated. The NIS office at Corriverton is a one-flat structure.

Newsmen barred from entering NIS $69M building - GM instructs manager to hide

Management and security of a controversial $69M Corriverton office of the National Insurance Scheme (NIS) denied entry to media workers on Tuesday claiming that they had received orders from “higher up”. The branch manager, Louise Bryan, was seen hiding at the back of the building. This raised even more questions over the secrecy and attempts to keep out the media. The cost of the one-flat building has been raising eye-brows since Government commissioned the office on August 22, last. Kaieteur News had published photographs of three homes that it had built for staffers at a cost of some $7M each.

The newspaper had requested from Dr. Roger Luncheon, the Chairman of NIS, the bill of quantities of the Corriverton branch. He promised to deliver the bill of quantities but then back-pedaled and said that the newspaper will have to deliver the bills of quantities and other information on the homes before NIS hands over what it has. Kaieteur News last week handed over four files, representing information of monies spent on materials for the four homes, and later that day, the Office of the President, where Dr. Luncheon works, sent over an Engineer’s Estimate which said the project would cost $50.6M.

However, later that evening, Dr Luncheon who is also the Head of the Presidential Secretariat, issued a statement and said that the receipts representing monies spent on the four KN homes did not meet the requirements of the information asked for by the Office of the President. It was unclear what he meant last week.

At the commissioning, Dr Luncheon and Finance Minister, Dr. Ashni Singh, disclosed that the commissioned building which was built from scratch saw $69M being spent. Yesterday, to verify how the money was spent, Kaieteur News Publisher Glenn Lall, his Editor-in-Chief Adam Harris, and reporters were in Corriverton to see first hand how the $69M was spent.

Visitors to the building were allowed to freely enter and leave with no apparent checks by the security officials there. However, upon recognizing Lall and Harris, the security guard whose name was given as Gravesande, immediately padlocked the gates and said he was not allowing them in. He warned that only legitimate visitors transacting business would be allowed in and threatened to call the police. When told that he should call the police since NIS is a public facility, he declined.

The media workers were eventually told that orders had come from Georgetown from the General Manager, Doreen Nelson, not to allow them in. Another female security guard was seen running constantly to the back of the building. A cameraman decided to follow. A woman, later determined to be Louise Bryan, the Branch Manager, was seen peering nervously around the side of the building. The female security guard was overheard telling her that the media were told that she is in a meeting and were not being allowed in. They then noticed the cameraman, and both Bryan and the female security guard hastily retreated into a nearby official residence. To further prevent the reporters from entering, the security guards even took the visitors to a back gate.


The Manager of the NIS Corriverton, Berbice branch, Louise Bryan, was seen Tuesday hiding at the back of the building from media workers. Her workers earlier said she was in a meeting.

Neighbours who refused to go on record too were highly critical of the cost. “This is the talk of the area. This thing cost too much.” It was the same comment around Corriverton and as far as Crabwook Creek. According to one prominent businessman, the project should not have cost more than $15M. “Is better I had bid on it too. Something not right. I could build six like that.” Many neighbours came out to watch the media workers being refused entry. Kaieteur News is continuing to study the information it has on the building and will be releasing the information on it shortly.
