Vish, there is no evidence that one must obtain a PNC card to get a government job in Guyana today. PPP people are spreading a false rumour and that is unacceptable.
You may not have to get a PNC card, (at least not yet) but it clearly stated that no job for PPP folks. That is great news from a unity government. No negros come to the defense of the PNC, only proud Indians would put their neck on the block. It never fails me to see this unfolding right before my eyes.

If 90% of your supporters come from one ethnic group then you will be tempted to share patronage to people from mainly one ethnicity. This is why Guyana's constitution has to go and why the country needs a 20% permanent swing vote population. I was hoping the AFC and President Granger were sophisticated enough to understand the argument we made many times about the dangers of intra-group social networks and patronage.

No one focuses on this presently and it is the reason I say I do not want to hear of any supposedly smart person trying to remedy our political dysfunction without grounding it on constitutional change. I suggest that Amna Ally and Trotman immediately assemble representatives from the full range of civic society. Their charge should be two fold.
1. Identifying the weaknesses in the current system of governance.
2. Developing draft proposals of revisions to the constitution for submission.
3. Developing the apparatus for which the final draft of the new constitution will be prepared for submission to the public for their comments.
4. Developing the apparatus for which this new constitution should be approved.
I suggest that the PPP, APNU, and the PNC should be allowed to submit representatives to the meetings, which will be led by civic society, but should not have veto power.
The biggest weakness with Guyana is the almost complete absence of civic society. There is the notion, even by our so called non political leaders, that all should be resolved by the politicians. They then blame the politicians when the politicians do as politicians always do.
