The AFC yesterday dispatched a letter to President Donald Ramotar telling him it saw no alternative but to proceed with a motion of no-confidence against his government because of the alleged illegal spending of billions of dollars by Finance Minister Dr Ashni Singh.

He clarified that the AFC has been seriously considering the option of the no-confidence motion which if passed would bring down the government and trigger new elections.

“Our Party sees no other alternative than to proceed with this constitutional mechanism for removal of an unpopular Government that has ceased to enjoy the confidence of the National Assembly and who by its actions has demonstrated an unlawful and contemptuous disregard for the Supreme Law of the Country”, he said.

The letter was copied to Opposition Leader David Granger.

Dear Mr. President,

 

I write to you out of deep concern over the unauthorized and unconstitutional withdrawals made from our nation’s Consolidated Fund by the Minister of Finance.

It is my Party’s belief that such withdrawals as reported in Financial Paper #1 of 2014 are in clear contravention of Article 217 of the Constitution of the Republic of Guyana and Section 16 of the Fiscal Management and Accountability Act.

 

In addition, we believe that this action taken by your Government greatly exceeds the mandate given by the people of Guyana in the elections of 2011, in which your party received 48% of the vote.

 

I wish to emphasize that the Alliance For Change has always respected the results of those elections, the supremacy of the Constitution of Guyana and the rule of law which are the bases on which your party ought to govern.

 

I wish also to emphasize that the will of the Guyanese people is reflected in the composition of the National Assembly, and that one of the key roles played by that body is the authorisation of all public spending.

 

My Party therefore finds it wholly unacceptable that your Government is now spending from the Consolidated Fund beyond the provisions of the Appropriations Act of 2014 or any other approved by the National Assembly.

 

We cannot condone participate in or lend any support to such a serious breach of the Constitution and laws of Guyana, and we find it necessary in the light of the clear and present danger to the Constitution and the rule of law to explore all options necessary for safeguarding the public purse against further lawless spending.

 

I am aware that Article 106(6) of our Constitution provides an option that is currently being discussed nationwide i.e. the forced resignation of the Cabinet including the President following a defeat in the National Assembly on a vote of no-confidence.

 

In the light of what has occurred, I wish to formally clarify that my Party has indeed been actively considering this option and currently is of the view that the options for lawful and constitutional alternatives have rapidly decreased.

 

Our Party sees no other alternative than to proceed with this constitutional mechanism for removal of an unpopular Government that has ceased to enjoy the confidence of the National Assembly and who by its actions has demonstrated an unlawful and contemptuous disregard for the Supreme Law of the Country.

Successful passage of a non-confidence motion against the government simply causes an election to be held within three months.

 

The removal of the current government is through a properly conducted election by which another political party may gain more votes/seats than the then government.

A seven seat party is hoping to bring down the Government? AFC has to hope and pray they get the full blessing from APNU. If not, they are in some serious shit. Even if they succeeded, they're still in serious shit. Any which way but lose. Remember that phrase?

As KishanB pointed out, the PPP recently formed a re-election committee headed by Jagdeo. They aim to dole out improvements, step on bad projects and clean up some mess by 2016, in the hope of winning votes.

With a no-confidence vote now, elections must be called within 6 months, depriving the PPP of its 2016 plans.

In any elections now, the PPP will not get 100% Indian votes as Indo population is at an all-time low.

If AFC and APNU coordinate their elections strategy, they can pull off a victory at the elections. This is what the PPP is mortally afraid of. This is why they are scaring people about an AFC-APNU alliance.

Here's one more reason for a no-confidence vote now: Everyone knows the PPP regime activated the Rodney COI expressly to get official dirt on the PNC that it plans to use in the 2016 elections. If there's a no-confidence vote and elections shortly thereafter, the Rodney COI report would not be ready for the PPP to use an an election weapon.

I think Khemraj Ramjattan got an assurance from David Granger of APNU's parliamentary support of a no-confidence motion, hence Ramjattan's notice to Ramotar. Way to go!

Yet another reason for a no-confidence vote now: It will foil PPP plans to register thousands of Chinese newcomers to vote in 2016.

If the newcomers to Guyana meet the requirements to vote in Guyana, they should not be denied this opportunity.

 

Guyanese in the US_of_A, Canada, Britain, etc., when eligible to vote in the respective foreign countries, are allowed full rights to do so.

The AFC continues to over estimate the support that they have from the Guyanese population.  They have faced two elections, and on both occasions the votes that they received were far less than what they predicted.  Does the AFC think that they will win the election?

 

When the opposition act out of rage than acting tactically, they plan into the PPPs hands.

 

What the AFC should be doing is setting the stage for a PPP defeat in 2016.  Gold down.  Rice down.  Guysuco on the brink of collapse.  Jagdeo running up his bills as taxpayers' expense when he is a millionaire.

 

WHY IS THE AFC IN SUCH A RUSH!!!!!

(1) There will be a Vote of No Confidence against the PPP

(2) The PPP cannot form the next Govt because they would be lucky to scrape 30%

(3) PPP is at their weakest in their history Now.

(4) You admit APNU is Sleeping or in a Coma....so they will loose some support.....Granger is Weak and like Corbin is Happy and focused on his Super Pension.

(5) Granger promised to revoke the Presidential and Opposition Leader Pension......but since last election .....they forget what they promised the Guyanese.

(6) Change is comming.....and AFC is under better leadership....many felt AFC held back in PNC stronghold because of Trotman.

(7) Moses the man who single handed made PPP a Minority overnite when he Joined AFC.....is more involved in the Daily running and management of the AFC.
