For the 2015 elections, indeed the PPP/C did not attend parliament on the opening date -- hence it boycotted at that time -- protesting the manner in which the elections were conducted.

However, the PPP/C returned to parliament in mid August, 2015;about three months later since the May 11, 2015 elections and functioned fully in the proceedings and activities in the parliament.

There are always ruckus in parliament by politicians as government and opposition members.  

Approval of a non-confidence motion against the government surely is not considered as a means to overthrow a government.

In all democracies, there are procedures for the approval/rejection of non-confidence motions in parliament.
