His action may indicate that he was attempting to grab something (a gun for example) in a very rash action. A very expensive lawyer will win this case.

The man was asked to produce his licence which he tried to do and was shot. The cop is gun happy as most of the young ones are. He also fired recklessly in a gas station, he's an idiot and idiots tend to agree with other idiots actions.
