Any other country where theft is legal?

It appears that theft in Colombia is legal. In Colombia police will not even take a report from victims of theft if the value of the stolen items is less than US$1,000.00. So visitors to the country watch out! Police will not do anything if your wallet is stolen in front of their very eyes.

This is in stark contrast to Australia where you can be put in jail for stealing a box of cookies.
