NCN scandal…President Ramotar still to act on findings

President Donald Ramotar is still to act on the findings of the recently concluded investigations into financial irregularities at the state-owned National Communications Network (NCN).

 

This is according to Chairman of NCN’s Board, Dr. Prem Misir, yesterday.
Dr. Misir who was in charge of the investigations, said that he recently submitted the findings detailing the financial irregularities at NCN to the subject Minister, who is the President.
According to Misir, his investigation was confined to the Terms of Reference that sought to ascertain the relationship between Guyana Telephone and Telegraph Company (GT&T) and NCN.

 

Dr. Misir said that the findings would have been in the President’s possession a while now but he (Dr. Misir) was out of the country. He is confident that very shortly Ramotar will act on the findings.

 

In a leaked report- prepared during the first half of the year- it was revealed that on the part of NCN, one area of irregularity was traced back to GT&T and involved millions of dollars in advertisements.

 

NCN’s Chief Executive Officer, Mohamed Sattaur, who had knowledge of the financial irregularities resigned in June. The entity’s Programme Manager, Martin Goolsarran, who admitted that he had deposited the payment cheque from the telephone company into his personal account, has been suspended without pay.

 

According to Misir, Sattaur’s resignation and Goolsarran’s suspension are sanctions already served to the men. He, however, pointed out that it would be up to the President to decide if stiffer penalties would be served and if the Criminal Investigation Department (CID) of the Guyana Police Force would be called in.

 

However, Alliance for Change (AFC)’s leader, Khemraj Ramjattan is not optimistic that much would come out of the report submitted to Ramotar. He opined that the men should be jailed for stealing. In fact, he believes that ranks of CID should have been the ones conducting the initial investigations.
“The police position of only investigating an issue when a report is made can be appreciated, with the exception being when a crime is committed in their presence. Now the President, Mr. Ramotar, and/or the Board members to whom the Parmessar’s Inquiry findings were sent to, ought to make that report to the Police or the DPP for a criminal investigation to be held against both Martin and Fuzzy (Sattaur),” he said.

 

According to Ramjattan, it appears that the President loves corruption and is lethargic in dealing with these issues. As such, he does not expect any initiation of criminal investigation into the matter. Those involved are family members, he added.


Ramjattan said that as President, Ramotar must ensure that corruption is nipped in the bud. But the recent episode at the National Drainage and Irrigation Authority (NDIA) shows that corrupt individuals are favoured over those who expose corruption.

The Region Six administration will be launching an investigation into allegations that a councillor on the Regional Works Committee, who is attached to the Alliance For Change (AFC) has attempted to solicit bribes from a contractor.
Rohan Jaggassar is being accused of approaching Hardat Singh for monies on more than one occasion to sign an approval certificate for payment for work done.
In a statement, Singh, who is contracted to clean canals in Black Bush Polder, said he never paid any money to Jaggassar, despite several requests from the councillor.
The issue was brought to the Region Six Regional Democratic Council (RDC) on Thursday.
Regional Chairman David Armogan said the matter will be fully investigated, noting that it is the government that is normally accused of corruption by the opposition.
“Now it looks as though the opposition is working in cahoots with the contractors,” Armogan said.
A Partnership for National Unity (APNU) representative Jauvane Stephens congratulated the regional chairman for bringing the issue to the RDC, and urged a speedy investigation into the matter.
People’s Progressive Party/Civic (PPP/C) Councillor Philip Rose supported the investigation, pointing out that corruption is plaguing society.
“All must take ownership and operate above board.”
Regional Vice Chairman and Works Committee head Baupaul Jagroo told the council that anyone found guilty of any such act should be expelled, while AFC Councillor Ervin Abullah in support of his colleagues said the investigators must look to see if the contractor’s work was poor, hence, the non-payment.
Jaggassar said the contractor produces the poorest quality work in the region and expects payment for it.
He, however, admitted to signing certificates indicating that the said contractor has produced work to Jaggassar’s satisfaction and should be paid.
The regional chairman said if that is so, then the AFC councillor may be guilty of fraud.
The investigating team is being headed by the regional executive officer and includes a member from each of the three political parties

con,there is lots of people in guyana and on this forum who can think for them self,and lots more indians is waking up every day,why you think the ppp donot want to call election,they will try to clean up house first and bribe people with house land,but the ppp is sinking more day after day with more ppp low life thiefing and RAMOTAR is too weak to do any thing about it in next 4 yrs the ppp will distroy themself

I doubt this, if indeed there was corruption at NCN then arrests should be made by police and the crooks hauled before the courts. Ramotar should not be playing judge and jury as you fools suggest. This is going back to the Jagdeo days when you crooks accuse him of being a dictator. Let due process take its course, let the courts be the final voice in the matter, not the president.

Why do you complain like a queer and speak in a high pitched voice? Arsehole, for the umpteen time I am not a spokeperson for the AFC nor a member of the AFC.
