[www.inewsguyana.com] – The governing People’s Progressive Party (PPP) says the position of the Deputy Speaker of the House of Assembly should be taken away from the Opposition and given to the PPP.

This sentiment was expressed by the Party’s General Secretary, Clement Rohee at a news conference on Monday, June 09 as a part of a list of steps that the Opposition needs to take if there will be shared governance.

The other steps include the re – arrangement of all Parliamentary Committees so that the PPP could have a “proportionate amount of seats corresponding to its representation;” the APNU, AFC should not link the passage of the Anti Money Laundering and Countering the Financing of Terrorism Amendment Bill to any other legislation and finally, the Opposition must respect the fact that the government was constitutionally elected.

“These are the first steps they must take in order to create an atmosphere that would be conducive to any formal movement in terms of discussions on this matter,” Rohee told the news conference.

Recently, Leader of the APNU David Granger had called on the PPP to abandon its “winner takes all” attitude and embrace inclusive governance.

In response, Rohee said, “These are good political sound bites which the APNU is now seeking to capitalize on but which in fact are ideas and proposals advanced by the PPP decades ago but were unconditionally rejected by the PNC. This call by Granger is nothing short of shameless hypocrisy.”

According to Rohee, an atmosphere for inclusive governance does not exist currently.

“Such an atmosphere clearly does not exist at the moment through no fault of the PPP nor the PPP/C government but wholly by the inflexible stance taken by the combined opposition parliamentary parties when in the aftermath of the November 2011 elections they consorted with each other to deny the PPP which obtained the largest bloc of votes both the position of Speaker and Deputy Speaker.”

He pointed out that even though the PPP in previous elections won overall parliamentary majorities, the Party never took both positions of Speaker and Deputy Speaker, with the latter position always going to the PNC with the full support of the PPP.

We want people centered government not winner take all governments  as we have. Executive presidents as we have with the essentially one constituency system via closed lists is producing elected race based dictatorial tyrannies as we have in the current PPP.

 

We also do not need a doubling up via elite accommodation that is defact to the shared government construct. We want representative decentralized government where merit not race is the motivating factor to go to the polls. We need people who are responsible, accountable and who can be kicked out of office if they fail.

 

What Rohee failed to say is that the Present PPP is bad government and the conditions does not exist where we can continue to facilitate their naked thievery. What exists is naked disgust that is slowly transforming to a seething rage. We do not want the PPP and their pretense to being all knowing gods unaccountable to us.  What is shameful hypocricy is that his undereducated ass can pretend he knows what are the appropriate conditions under which proper government can come about. The PPP are lost in the weeds where that is concerned.

Clement Rohee wants David Granger and Khemraj Ramjattan to take off their shirts, their pants, their shoes, their socks, their briefs and turn around, and then talk about shared governance or national unity. Rohee believes he is the Man of Guyana.

But this is just the latest of ludicrous ideas uttered by Rohee.

PPP's FORMULA LAUGHABLE

DEMERARA WAVES, JUNE 9 --- A Partnership for National Unity (APNU), whose major partner is the Peoples National Congress Reform (PNCR), on Monday called the governing Peoples Progressive Party’s (PPP) demand for trust-building concessions laughable and unworkable.

APNU frontbencher, Joseph Harmon lashed out the conditions laid down earlier in the day by PPP General Secretary, Clement Rohee saying that that formula amounted to a “non-approach”.

“Mr. Rohee is basically setting up the conditions for there to be no such conversation whatsoever,” Harmon told Demerara Waves Online News.

 

Four initial conditions set by the PPP to signal trust that could lead to eventual shared governance are the opposition giving the Deputy Speaker to the governing party, re-arranging representation on the parliamentary sectoral committees to reflect the number of votes won at the 2011 general elections, setting to legislative pre-condition for the passage of amendments to the Anti-Money Laundering and Countering of Financing Terrorism Act, and recognizing the constitutional right of the elected government to present National Budgets.

But Harmon blamed the PPP-Civic (PPPC) for not possibly occupying the post of Deputy Speaker. “They were so convinced that they were going to get the speakership that they did not have a deputy so the when the call was made to nominate a deputy speaker, they had an opportunity to make a nomination so there could have been consideration,” he said.

 

 

On the question of the composition of the sectoral committees, he explained that those have been constituted based on the formula laid down by parliamentary rules and in a number of cases a government representative chairs the committee.  “All that we have said is that the committee should reflect the composition of the National Assembly so there is no major change where those things are concerned,” Harmon said.

The APNU described as “the craziest thing” the PPPC’s call for no legislative pre-conditions to be attached to the passage of amendments to the financial crimes law. Harmon insisted that under the constitution, the President has an obligation to set up the Public Procurement Commission.

 

Government wants the Procurement Commission Act to be amended to give Cabinet the right to object to the award of contracts for goods and services.  He called on government to operationalize the Public Procurement Commission Act and go to the court to challenge its constitutionality rather than rely on the Attorney General’s advice.

Harmon did not deny that the Finance Minister enjoys a constitutional right to present the National Budget, but he stressed that it is the opposition’s right to review it.

Harmon said Rohee’s demands would not cultivate an environment to build trust. “The conditions which he has set are impracticable,” said the APNU lawmaker.

 

 

Instead, Harmon wants the PPPC administration to ensure that there is good governance in managing the affairs of the country rather than foist Rohee’s  “power-grabbing” recipe on Guyanese.

Good governance, he says, guarantee the independent functioning of the legislature, judiciary and the Executive to avoid corruption and disrespect for the rule of law. “We cant have this kind of cowboysim where the government feels it is my way or the highway.”

The combined opposition should mount a campaign to the grass-roots. The People's Progressive Party has lost the momentum. Why doesn't the Opposition recognize that fact. Playing politics will not get the Opposition votes.
