Former Health Minister Bheri Ramsaran could be the next member of the former People's Progressive Party (PPP) government to face the court; this time on a charge of abuse.
The information comes hours after the former Public Service Minister Jennifer Westford and one of her staff were charged for larceny and forgery. Ramsaran is expected however, to answer charges for utterances he made to female activist, Sherlina Nageer late last April, while the two were demonstrating different causes outside a Berbice Court.
Demerara Waves was reliably informed that it is highly possible that Ramsarran will face the court tomorrow on abuse charges, rather than threats. The news site was informed also that New Amsterdam; Berbice based- Anamayah and Anamayah Law Firm would be representing him. However, repeated calls to the firm's listed number went unanswered.
In the meantime, Crime Chief Wendell Blanhum confirmed to Demerara Waves Wednesday July 29 that Ramsaran will be charged. He said he could not say exactly when it will happen and asked for time to make checks, but noted that, "He will be charged."
Ramsaran had told Nageer to "Shut your mouth and get out my face," before claiming that he could have "slap her ass" or have his women "strip" her when she challenged him on former President Bharrat Jagdeo's alleged abuse toward his wife.
Jagdeo was charged for what was described as race-hate incitement based on statements he made in the ancient county during a campaign rally speech. Accountant and lawyer Christopher Ram made the complaint against the former President which saw Ramsaran supporting Jagdeo and Nageer not.
Although Ramsaran has apologized in a carefully worded apology, Nageer was not moved saying that she felt the minister was not genuine. He was subsequently sacked by the then President Donald Ramotar; days before the 2015 general and regional elections.
A public outcry demanded discipline against Ramsaran as it was pointed out that it was not the first time the former minister had handled a woman in such a manner.

Former Health Minister Dr. Bheri Ramsarran who was fired by former President Donald Ramotar just before the May 11 elections, is expected to appear in the Whim Magistrates Court in Berbice before the end of the week to face criminal charges in relation to his threats to slap and strip a women’s rights activist. He could appear in court as early as tomorrow.

The Director of Public Prosecutions advised the Police yesterday that charges be laid against Dr. Ramsarran.

Women’s rights activist, Sherlina Nageer filed a complaint against the former Minister after he threatened to slap and strip her “for fun” when she confronted him outside the Whim Magistrates’ Court back in April.

Ramsarran was the Health Minister at the time and Nageer was questioning him about the high number of maternal deaths.

During the confrontation, Ramsarran could be heard calling Nageer an idiot after she interrupted his media interview. The two got into an exchange of words and the Health Minister called for police back up after he berated the activist.

As Nageer was being led away by the police, Ramsarran could be heard telling the reporters that “I would slap her ass you know just for the fun and I can have some of my women strip her”.

Nageer has been very outspoken about domestic violence and abuses against women for years. She has also been leading several protests against the former government of Guyana over “poor health care” for women and attacks on freedom of speech.

If there is a law applying to such indecent verbal assault, then that law should be followed.  I think he (Ramsaran) should offer a public apology to the affected party.  Such behavior should not be accepted as the norm.

Former Minister of Health, Bheri Ramsaran was Thursday arraigned on a charge of using insulting language against women and children rights activist, Sherlena Nageer earlier this year.
Appearing before Whim Magistrate, Charlyn Artiga, Ramsaran pleaded not guilty to the offence that he allegedly committed on April 20, 2015.
He was released on self-bail (his own recognizance) when he appeared  at the Whim Court before Magistrate Charlyn Artiga. Ramsaran has to return to court on September 21, 2015.
His lawyer, Adrian Annamayah, asked that a copy of the complainant’s statement be provided to the defence. The Magistrate granted the request.
Nageer was not in court. There were very few senior members of Ramsaran’s People’s Progressive Party (PPP) in court for his arraignment.

 

Nageer was at the time at Whim Village, Corentyne, questioning the Health Minister what he was doing outside the Magistrates’ Court while the incidence of maternal mortality continues to rise. She suggested that he was wasting taxpayers’ money travelling to Whim to be part of a group of ruling People’s Progressive Party Civic (PPPC) supporters who were there in solidarity with Former President Bharrat Jagdeo.

As Nageer persisted with her line of questioning, an agitated Ramsaran said he was a candidate and told her “F-off.”  

Ramsaran had gone to the Whim Magistrates' Court as an expression of solidarity with former President Bharrat Jagdeo who had appeared in court to answer a private criminal charge of uttering racially divisive remarks in March of this year at Babu John, Port Mourant.
