Berbice Bridge Company appeals to govt to increase tolls

 

Chairman of the Berbice Bridge Committee, Dr. Surendra Persaud.

The Berbice Bridge Company Inc. (BCCI) wants commuters to pay more to cross the river, but the company says government’s ontinued rejection of refusal to increased tolls is affecting maintenance and other operations.

If the company gets its way,  cars and minibuses will have to pay  GY$8,040 to cross the bridge; pickups, small trucks and four-wheeled drive vehicles GY$14, 600;  medium trucks GY$27,720;  large trucks GY$49,600; articulated trucks GY$116,800; freight GY$1,680 and boats GY$401,040.
 
Asked whether the company has considered the impact of these steep increases can have on ordinary Guyanese, Chairman of the Board of the Berbice Bridge Company, Dr. Surendra Persaud said the rules did not “allow us to pick and choose”. Persaud also declined to say whether the press conference and release of a Private, privileged and confidential letter to the Minister of Public Infrastructure, David Patterson was aimed at giving government a way out of its position that tolls would not be increased.

 

Since the bridge began operations in December 2008, tolls gave never been increased. The coalition campaigned on, among other, promises no increases in tolls and on coming to office in May 2015 facilitated private speedboat operations and paid the bridge company an annual subsidy.

 

 
The Berbice Bridge Company says the company has so far racked up GY$2.8 billion in losses, causing the company to face “bankruptcy”.
 
“These accumulated losses and shortfall of cash flow have compromisrd the bridge company’s obligation to efficiently operate and maintain the bridge, including the timely servicing of its pontoons under the bridge, and have resulted in the company defaulting on its obligations to investors,” the Chairman of the Berbice Bridge Company, Dr. Surendra Persaud said in a statement.
 
Persaud said investments by the National Insurance Scheme and several pensions schemes and other private investors have become “impaired” and could result in a loss of private sector confidence in government.
 
The Berbice Bridge Chairman said government has violated its contract with the company in the Berbice Bridge Act 2006. “We are in a situation where the contractual obligations of a public private partnership have not been met on the government’s part and, if not corrected, is likely to affect the willingness of the private sector to partner with government in future projects like, for instance, the new Demerara River Bridge and the recently announced power plant to utilize some of the gas found offshore,” he said.
 
In a letter dated July 9, 2018 to Public Infrastructure Minister, David Patterson, the Berbice Bridge Company Chairman said the minister did not even respond to three previous applications on March 25, August 6, 2015 and January 2016.
 
“The Company’s application for toll adjustments continues to be based on the toll adjustment formula prescribed in the concession agreement that toll charges are to be adjusted to provide the company with sufficient cash flows to meet its obligations contracted in the concession agreement under the Act to operate and maintain the bridge,” Persaud told Patterson.
 
Persaud told the news conference that it would welcome government’s assistance to maintain the bridge.

Aren't you an Economist?  How do you determine the feasibility of a core national infrastructure?  If Bbce was not feasible, then Demerara is even more so!

Gov’t rejects proposed increase in Berbice Bridge toll

 

The Ministry of Public Infrastructure says it is not contemplating any increase for the Berbice Bridge tolls and is assuring all Berbicians and users of the bridge that it stands by its campaign promise to reduce the tolls.

The Berbice Bridge Company Inc. (BBCI) wants commuters to pay more for crossing so it can generate enough revenue to cover maintenance and operation costs, as well as make a profit so that shareholders can receive dividends.

At a press conference today, officials of the bridge proposed the following for various categories of vehicles: cars from $2200 to $8040; minibuses from $2200 to $8040; pickups from $4000 to $14600; 4WD from $4000 to $14600; small trucks from $4000 to $14600; medium trucks from $7600 to $27720; large trucks from $13600 to $49600; articulated trucks from $32,000 to $116,680 and boats from $110,000 to $401,040.

 

 

The Ministry of Public Infrastructure notes comments by the Berbice Bridge Company officials at a press conference today, Tuesday, July 10, and wishes to assure all Berbicians and users of the Berbice Bridge that government is not contemplating any increases to the Berbice Bridge toll.

Government stands by its decision to reduce tolls in fulfilling a campaign commitment and will continue to work with the Berbice Bridge Company in ensuring that the Bridge is sufficiently maintained and safe for vehicular and marine use.

Further government notes that the Bridge Agreement places obligations on all parties, which include scheduled maintenance and associated upgrades. Any request for toll increases must take into consideration a wide array of factors and cannot solely be on the basis of recouping operational costs and profits on dividend.

The Berbice Bridge provides a critical service to the public and tolls must remain reasonable and cannot be arbitrarily hiked to oppressive and onerous levels. Government will continue to take practical decisions in the interest of the people of Guyana and the provision of quality services.

That is Jagdeo's mess. Let him and his cronies pay it off.  The financial and ownership structure was criticized at the time and Jagdeo screamed hysterically and moved ahead.

Let it go bankrupt and have the gov't acquire it for $1.  NIS should send Jagdeo the bill to cover losses.  I bet he is good for it given that this was likely another crony corrupt deal.

The GoG needs to take an equity stake and release the bridge of some of the 3rd party debt.  The bridge tolls could then be modulated to pay remaining debt holders and fund maintenance.

I don't agree.  With whatever flaws, BJ presided over an economic boom never seen in Guyana.  But I agree, there was issues of distribution and the have and have-nots divide!

At the time that Jagdeo was president Guyanese were fleeing that cursed nation to be  gardeners and maids for Islanders. So when was this boom that Guyana experienced. Between 2002 and 2012 the population DECLINED with the biggest occurring in Berbice.

Jagdeo squandered taxpayer funds to enrich his  cronies with this deal being one of them. Refer to the conversations about it when it was completed and also the angry reaction of PPP supporters towards the bridge.

 I agree.  If the owners do not wish to maintain the bridge then all they need to do is to transfer ownership to the gov't.  They know full well that Guyanese cannot afford to pay this so this is an attempt to shake down the gov't for $$$.

They made a poor investment so must accept bankruptcy.  The only party that ought to be compensated should be NIS given that Jagdeo shook them down for cash showing no regard for the people over whom NIS had a fiduciary responsibility.

Basemen please stop this nonsense that Jagdeo presided over a boom.  The economy was doing quite poorly until gold prices soared.  Jagdeo was NOT responsible for the gold rush and its spill off impacts on the construction and retail sectors.

What they should do is this.  Government buys the bridge.  Then issue shares to the public to purchase the bridge. Get the Beharrys to trade the shares over their exchange and also trade the bridge shares on the other Caribbean stock exchanges.
