The accused Lochan has been blind for the past 22 years.

A blind 55-year-old man, who lives in a converted chicken pen, was Monday refused bail for allegedly attempting to incite political activist Mark Benschop to murder two men.
Lochan (only name) of Greenwich Park, East Bank Essequibo was arraigned before city magistrate Fabayo Azore.

He was not required to plea to the indictable offence which he allegedly committed on May 10.
Azore was remanded  to prison until June 7.
The prosecutor told the court that the father of six allegedly attempted to incite Benschop to hire two men to kill Kumar and Dave who "had done him bodily harm some time last year."
Lochan allegedly said that he was willing to pay the hired killers GUY$100,000 each to commit the act.
Police said Lochan was arrested in a sting operation at Benschop's East Street, Georgetown office where he had gone.
The accused's lawyer made a desperate attempt to secure bail on a number of grounds including that the man would be unable to tamper with the witnesses because he has been blind for the past 22 years.
The lawyer argued that the evidence was speculative.
The prosecutor also told the court that the investigation was ongoing and a number of statements have to be included in the file before it is sent to the Director of Public Prosecutions for advice.
A relative of Lochan, who was in court, said the accused was poverty stricken, diabetic, hypertensive and mentally unstable.
