Britain renews calls for Guyana's parliamentary suspension to be lifted

As Guyana and the rest of the world await Guyana's President Donald Ramotar's announcement of the dissolution of the Parliament and the naming of a date for general elections, the United Kingdom (UK) on Thursday resumed pressure on the South American country for the suspension of the law-making body to be lifted.

The UK's Foreign Office Minister, Tobias Ellwood, called for the earliest possible resumption of Parliament as required by Guyana’s Constitution and the Commonwealth Charter. He also urged the Guyana government to hold long-delayed local governnment elections.

“The UK Government views with concern the continued prorogation of Parliament by His Excellency President Ramotar and calls for its earliest possible resumption. Parliament is required by Guyana’s Constitution and the Commonwealth Charter, it provides the necessary checks and balances and enables citizens’ voices to be heard. The suspension of Parliament therefore means that an essential element of a functioning democracy has been put on hold.

“We also continue to have concerns that there have been no local elections for over 20 years, which is also contrary to the democratic principles of the Commonwealth Charter and Guyana’s own Constitution.

“The UK calls on all stakeholders to seek solutions to the political and socio-economic challenges facing Guyana so that the country can develop in a fair, democratic and equitable way.”

This is not the first time that the UK has issued such calls; the others having been through its High Commissioner to Guyana, Andrew Ayre.

Ramotar prorogued (suspended) the Parliament on November 10, 2014 just hours before the opposition-controlled 65-seat National Assembly was due to debate and pass a no-confidence motion in his administration. His subsequent repeated calls on the opposition to meet to resolve a number of political issues and agree on a post-suspension parliamentary agenda have been rejected.

The opposition A Partnership for National Unity (APNU) and the Alliance For Change (AFC) have both said that they are tired of empty talks and vacuous promises and would consider dialogue only after the Parliamentary suspension has been lifted.

Days after Opposition Leader , David Granger had written to Caribbean Community (Caricom) Secretary General Irwin La Rocque requesting an emergency summit on the political impasse in Guyana, the President held a press briefing and promised to name elections date early in 2015.

He is yet to do so.

Observers have reasoned that the President's latest promise was an attempt to prevent the Guyana situation from being raised on the margins of the Caricom-Cuba summit that was held in Havana in early December.

The Organisation of American States Secretary General, Jose Miguel Insulza has also called for an early end to the prorogation of the Parliament.

I believe Ramnotar will ignore the constitution and NOT call election this year, but will stall for a pension plan like Jagdeo.

 

He said he  prorogued parliament because he wanted discussion with the opposition, he knew that discussion did not work before dissolving parliament.

Doing the same thing over and over does not necessary bring positive results.

1. Guyana's Constitution, similar to all other countries, takes precedence over the Commonwealth Charter.

 

2. Citizens' voices are heard, whether as individuals, small groups and political organizations throughout Guyana.

 

3. All political parties make their daily statements as a group or through their representatives; individuals also do the same; public demonstrations and meetings are held at any time; also the newspapers publish on a daily basis their views on matters as articles by their commentators and editors.

2. How are citizens' voices being heard when the voices of their representatives have been silenced in parliament which is the main decision making body of the country's government? The country is now being ruled exclusively by a minority who do not conform to their voices.

 

3. Daily statements by representatives have no real weight unless they are being made in parliament.

Last time I checked, Britain did not say a word when current Canadian PM Steven Harper prorogued parliament.

 

Rammo will do exactly what Harper did and go on to win a majority.

The word that is going around is that Britain may be the first country to put travel sanctions on certain Guyanese officials if no clear date is outlined within this year (2015) for the return of parliament.

Ramotar might  stall for elections until his pension is approved.

Like Jagdeo, he sees it as a lifetime cash cow.

When its not in their favour, the constitution means little to them.

That is my concern because with no parliamentary institution in place the issue may be used by an army to give them some sort of legal grounds/protection against a possible world court prosecution if they decide to launch a successful coup.  It is truely a dangerous situation for any government to be in.

It could happen and I agree with you that under the current situation with the PPP avoiding elections for 20+ years, the proroguing of parliament to dodge a no confidence vote and avoid facing the electorate these are all undemocratic moves that would legitimize a coup. The international community would throw some flowers on dat and condemn it initially only to then demand new elections and watch the PPP land on its ass.

 

You add the racism charges leveled against jagdeo. The Ombudsman if he continues with 5 or 6 more cases the PPP goose is cooked.
