Cabinet to review new draft security plan submitted by Police Commissioner
President David Granger’s Cabinet is likely to meet today, Thursday August, 27 where a new draft security strategy plan will be reviewed and discussed.
President Granger told members of the media on Wednesday that the new draft plan was recently prepared and submitted to the government by Police Commissioner Seelall Persaud.
The strategy has been with Cabinet for some time now but the 2015 budget debates which concluded last night in the National Assembly had stalled the commencement of these Cabinet discussions.
“Basically it [the plan] is what has been announced already, we need to strengthen the investigative section, particularly CID, we need more policemen because the police force is under strength. We need to ensure that there is better reporting of crimes in areas where we would call high incidents of crime particularly serious crimes, those are the main elements, “Granger who has already perused the document said.
The Head of State said the plan that is before Cabinet will be a short term one that will expire at the end of 2015.
“There will be a long term plan from the start of 2016 for about two or three years after that but right now the short term impact will be on improving the human element,” he added.
He explained in the long term the Discipline Services Report of 2004 would have to be revisited to ensure better pay and training for police officers.
Mr. Granger also believes that the police must be equipped adequately to carry out their functions.
The President also said that the government has no intention to recruit foreign officers to assist with crime fighting.
“We feel that we are competent… the police force has to be brought up to strength and we need to give the police the resources which are needed.”
Mr. Granger is convinced that there will be a turnaround in the spiraling crime situation in
Guyana by the end of the year.
This had forced the government to provide law enforcement officers with a short term strategy to also arrest the situation.
