White nations have historically wage war on other nations to steal their money and resources. Chavez simply wants to make it difficult to whites to use Venezuelan money to finance a war against Venezuela.
Look at the example of Libya. The so called rebels were given Libyan money to pay for weapons to organise a so called revolution against Gaddafi. All the mess in Libya was finance by Libyan assets that have been "frozen" by white nations.
