Why would America want to catch up with this???

The Chinese built the trains for a specific purpose. Namely to help its workers travel from home to work. The general method so far has been for workers to leave their town and village for months on end and life in a rented room or flat until they would go home again during the Chinese New Year. Now they don't have to worry about renting a place close to work. They can just catch the train to work where the infra structure is available.

Do you mean that a Chinese worker can now live in Hong Kong and work in Beijing?

Uh... let's see... perhaps because Americans are tired of being packed like sardines into airplanes that are uncomfortable, polluting, ridiculously expensive, and never on schedule? Or perhaps they are tired of driving cars on roads and bridges that are constantly in poor repair, because they are being wrecked by 18 wheel trucks on which US relies for freight transport (after systematically dismantling our own rail system)? Or because they are tired of being at the mercy of the oil companies, who raise prices whenever they like and then attribute it to some phony shortage? These are a few possibilities. I'm sure there are others. Rail is the second most economical (after barges on rivers) and the most efficient way to transport people and freight. The US used to pride itself on having a modern, productive economy. Now, to the extent that we pride ourselves on anything, it is high gloss, sleazy entertainment and innovative financial swindles. You don't need railroads for that.

One of the options they have if want to achieve energy independence.

Bai Lucas, the Americans do not live as far from work as the Chinese. So they do not need an extensive rail network like that.

America got all the oil and other energy requirements. But they have been smart by first trying to finish off the oil from other oil producing country. That way after most people have run out of oil the Americans don't have to worry where their oil is going to come from.

My T, you talking crap.  How come the French, Germans, Japs and others putting priority on such means of mobility.  Do you know one issue in the US is labor force mobility?  If you lost your job and have kids in school, a new job 50 miles away is impossible due to transport.

Fast and efficient movement of people (and goods) are critical to the economic engines of nations and China knows this.  The US is lagging terribly in infrastructure and more cars, highways, planes and airports are not the answer.  High speed rail should be a component of options.
