The $5k was direct to the PNC, there was additional funding for other activities as mentioned here

While this was been open and declassified since 2008, it is not too late for the PPP to make a couple of hundred thousand copies or take out full page ads in GC and TV programs to let every single Guyanese know how and why the PNC was created and who was/is responsible in large part for Guyana's decline in the 60's thru '92.

That is why the mantra should be PNC - NEVA AGAIN!
