The Clerk of the National Assembly Sherlock Isaacs expressed his displeasure with a recent public admonition from Speaker of the House Raphael Trotman. In a letter addressed to Trotman, copies of which were also sent to the media, Isaacs described the critique as unwarranted.

The incident stemmed from Trotman's decision to defer the government's proposed amendments to an opposition motion. He stated that he had not seen the amendments before the sitting and would not allow them to proceed since he had concerns about some of the elements.

To this Isaacs stated that β€œ the Parliament staff endured an explanation given by you to the National Assembly as it relates to the amendments proposed … whereby you sought to cast blame on me and the Parliament staff for failure to deliver copies of the amendments to you in a timely manner”.

He said that his staff followed the practice he inherited which was to have the amendments circulated to members as soon as possible for their perusal and backed this up with a written ruling from former House Speaker Ralph Ramkarran. He said that contrary to what Trotman stated the amendments were indeed provided to him before the sitting. According to the Clerk, it was not the first time the Speaker had been publicly critical of him and his staff.
